Has anyone applied TRV after February 2020?
If yes then what is the progress till now.

I have applied mine on 28th February, till date no updates on it.

TRV processing is either halted or very slow right now due to COVID-19. It's really not possible for any of us to say when you might have an answer. Note that there's a travel ban in place right now as well.

I've heard from some colleagues that some people have got the visas issued in past week, I was looking for some evidence or experience so i write to embassy accordingly.

So in this case i better wait for updates.

"The temporary suspension on processing of visitor visa applications for those not eligible to travel to Canada due to the current travel restrictions remains in place."

This is for people who are not eligible to travel to Canada. But if you are an immediate family member of a Canadian citizen or PR holder then you can enter Canada or apply for TRV.
