Is it okay to raise a web form about eligibility before normal processing time? Does it affect my case in any way?

Nowhere on CIC website, they have mentioned that raising webform/s will affect your application. In fact, I raised two webforms on April 25th and May 25th to know about my status as I have not seen any changes in my profile or application. So don't worry!

Got the generic reply when I raised web form this week. When I called IRCC and inquired in detail, I was told that eligibility is not initiated and criminality is in progress.
My question is, is it possible that criminality is verified even before eligibilit check? Has anyone got a similar status before?

Everytime i am calling IRCC, it's directing me to automatic voice mail - saying no agent is available!

Can someone suggest how to proceed with getting in touch with an agent?
