Same thing happened to me as well mine was passed Nd in February they transferred it to ottawa for review the eligibility again I got the notes last month it was in queue in Ottawa I don’t know how long they going to take to start working on it

CERB is based on the EI you paid to government and they are going to take it back once u get a new job.
E.I is based on deductions they made from your salary throughout your time of employment and is a form of insurance. It will not affect your P.R,IRCC, made a tweet about E.I and CERB not affecting your PR application. I can't find it right now.
