Yes they transfer file to local visa office and they are too slow.

My file also transferred to Calgary office, last may I think.
AOR Mar 2018. Last week they assigned it to a new officer and requested all of the documents again! Now I’m waiting for my new police certificate back home..
I’m single applicant and never been asked for additional documents. I’m pretty sure they misplaced my file somewhere.
