No he applied within 4 months and by that time he worked, during the time of waiting his company shuts down because of the virus and then he's laid off. He got his fn after he submit his application but he still got an open work permit.
The only way you can qualify for a BOWP with a PGWP is if you have an Express entry application in progress and not a PNP PR application in progress.

You are correct!
You can apply for BOWP if your PNP nomination isn't tied to any company.
I'll advice you to verify to see if your PNP certificate has an employer restriction on it
