I have been a PR since 16th November 2016, as I did soft landing for 12 days. Then I came back to Canada on 10th June 2018 and stayed till 18th June 2018 (8 days). Then now I moved to Canada for good on 15th November 2019 and been living in Canada since then. Now in case, I leave Canada for 1 week holiday, will that be a problem? I intend to continue to stay in Canada and already filed tax returns, rented accommodation etc.

If you aren’t compliant with your RO there is always a chance that you could be reported. Think you are still compliant but since you are so close you are unlikely to be reported.

You are getting extremely close to not meeting your RO.
So the 20 days that I visited Canada within the last 3 years, before moving permanently in November 2019..are not my buffer? As I thought those 20 days can be used in the future for any emergency travel. Otherwise, I am here in Canada now since November 2019 continuously

20 days isn’t a huge buffer and you are already planning on using 7 days.

No If your count is right when you enter you will only be able to leave Canada for 11 more days. Would doublecheck that your calculations are correct. When you go to renew your PR card it is good to have a buffer just in case you make a a small mistake but also so you don’t end up in a secondary review process that tends to take longer. Things come up in life like family emergencies or even just a wedding of a family member you want to attend or a business trip.
