The officer would want to know if you can practice or eligible to practice your profession in Canada. From my experience, you are required to submit a letter from the provincial engineering body with your application.You will not be required to have P.Eng status.
In Alberta , a letter of no objection is issued in less than a month by APEGA.
In Sask, a letter showing you have been assigned confirmatory exams is sufficient.
In Ontario, I never had the experience. But I would think a letter of assigned exams is sufficient too or a letter of EIT status from PEO.
I generally would think any engineer NOC should submit a similar letter. Will follow up your application.
