Hi,
I applied for parents sponsorship last year and just got a request for CSQ. In the application form we put Quebec as a home address (my parents already living in Quebec with supervisa) but we mentioned that my parents intend to live in Ontario.
Questions:
1. How can I apply for CSQ for my old parents?
2. How much time it usually takes?
3. Why they asked for CSQ if we are not planing to live in Quebec, and my PR was under Ontario program?

How long have you been living in Quebec. Your parents are actually visiting Quebec. The fact that your parents don’t intend to live in Quebec may be an issue.

I lived in ontario for 3 years and got PR there, then I moved to Quebec and living here for 4 years. My parents are planing to live in Ontario (cuz of the language).
So, can I get quickly CSQ for them(what is the processing time and procedure)? Or, I should go with explanation letter that they are not planing to live in Quebec?

At this point they can’t say they are moving to Quebec. The whole point of this program is family reunification.

Not sure. You are applying for the Quebec program. They don’t really have an option and must apply for CSQ.

No, when we were applying for PR for parents we didn't mention anything about Quebec. The only home/mailing address was from Quebec.

You are applying for a family reunification program and a specific program only for Quebec. They must land in Quebec.

The program is for family reunification. It assumes they will live with you or in the same area as you since you have agreed to support them. By applying in Quebec you take part in the Quebec program.

It seems that you haveto get first CSQ and then apply for PR, a bit confusing
