I applied on 6 sep ... still no update

That was a mistake. I tried to follow up with him long ago. I think it was 2018 instead of 2019 (people who applied near his date in 2018, got the csq in mid December 2018)

My application status changed from "in process" to "application received". It showed "in process" for 19month. I think the status changed last week.
Is it a good signal?

Yes, they did something with your file, that could be good news.
However my application status is changed from "application received" to "in progress" on March 27, 2019, then I have no update. FYI.

I called CIC, they told me my file was transfer to local visa office, but they didn't told me the reason.
Hope good news will come soon.

Transfer to local visa office is the last stage, and PPR will be the next. Its actually a good sign! I had my PPR a month after! Congrats in advance!!?

as per ECAS processing steps details, sequence of activity will be as follows:
Application Received----> In Process-----> Decision Made.

But in your case first 2steps was other way around, is it correct?

You are right, I received MR today! ！！Me and my common-law spouse. I was also asked to upload more documents, Schedule-A &travel history need to be replacement.
I also need to upload some photos and Fill out a questionnaire about my common-law relationships.
However the questions in the questionnaire are not make sense! I have no idea about it!
For example:
—Where did you go for the Honeymoon？
Whaaaat? I don't even have a wedding! That's why I am in Common-law!
