i don' have bio request as my mother is in Canada. My medical pass date is Oct 22, 2019. PCC request on Dec 7

My parents are in India, and I quite dint understand your comment. Could you please elaborate on it - Do you mean if they send their passports to CPC-Mississauga, then that visa office just asks for photocopies and not passport ?

No even before passport request for visa, as part of additional documents, they will sometimes ask for a photocopy of the PA + dependents passport. But the passport must be valid for a year.

I want to extend my in laws visitor visa as it is expiring soon. They did their medical for PGP in Dec 2019. Part of the visa extension requirements is a medical exam. Has anyone uploaded some kind of proof of a prior exam and has CIC accepted this?

You can upload the their latest medical exam, it will usually be accepted by CIC.

Ok I see. I guess we are in a trouble then.

The passports are expiring in December 2020, they are not valid for a year even now. So, how should we do about it ?

Does anyone know the procedure for fast-track passport renewal/reissue in India ?

Just wanted to make a point here regarding Resume.
I didn't sent Resume for my application and yet I received PPR email. So, I guess it's not that important. But that's just might be luck. So not advising anyone to follow it. Maybe because Applicant never worked it was okay with them.

My parents are in India, and their passports are expiring by December 2020.

They have not been requested for IME/Bio-metrics/PCC yet.

I received my application number on Oct 11. My application was received in Ottawa office on June 13.

Could you please advise what is the good time for time to renew their passports ?
