2019-05-02: AOR
2019-06-29: biometrics request
2019-07-03: biometrics submitted
2019-11-06: arrived LVO, requested for additional document and police certificate
2019-11-15: submitted additional document and police certificate
waiting for next update now...hopefully will be medical request and then COPR...finger crossed

I think that is just an official letter sending to all applicants at that stage. Just an official one which you can also find on CIC website, like proof of relevant work experience.

Not everyone gets the notification, AVO for instance does not send. You can either ask via webform about two weeks after Sydney has sent you AOR or you track via ecas.
On ecas you will initially see 'application received' after your application is received at Sydney , then it changes to 'In process' (this is the point where your filing happens) Following this you will see it change again to 'Application received', at this point it has gotten to your local visa office. When they actively start working on your file it goes back to 'In process".
