I sent my application on 7th Jan 2020 and according to UPS tracker, it was received on 14th Jan 2020. I now await AOR.
I have the following concerns:
1. I did not write my name on the envelope containing all the documents, I only addressed it to CIC, Sydney. Is there any implication to this?
2. Secondly, both my IELTS and Manitoba nomination will expire in April 2020. Hope this will not affect further processing of my PR in case complete application is not sorted out by end of April.
Mine took me like 8 weeks before I received AOR. So you can wait till around that time. If you didn't hear from them after that period (8weeks) you can mail

As per your concerns;
1. I don't think forgetting to write your name at the back of the envelop will have any significant effect on processing of your application, provided the address you wrote is correct. They will still receive the your application parcel. And by the time they open it they will know your name.
2. To the best of my knowledge, I don't think your IELTS expiring date will have anything to do with your processing time again. Since your application is already with them then you are safe. Similar to your Manitoba certificate, you are only advised to send your full application for processing before your provincial nominee certificates expires.
Note: the whole processing can not finish before April (the expiring date of both certificates). You still have a long way to go, e.g. biometric, medical etc.

BC PNP nominated, my PR application was received on Jan-12-2020. I’m just curious, do they have 90 days for processing or is there a chance I will get a AOR sooner?

It is not necessarily have to be 90 days before get or receive your AOR mail. The time varies, you may receive the mail anytime soon. It is just that you must be expecting it within 90days. If you don't see any mail from them regarding your AOR after 90 days you can call the IRCC office or send them mail.
