They're both the same Pakistan and India, it really doesn't matter whatever is convenient for you and your spouse.

About 8 months to 9 months after my file was excepted. But you shouldn't worry, because as long as your file is sent to London vo it should take 1-8 months to get a visa letter. All afghan spouses go to London vo to get finalized.

I only received the letter for passport request.

2. When they request your passport do you mail it to the visa office that is processing your application?

1-Yes COPR is emailed to you. Always check JUNK and SPAM folders.
2-When passport is requested, you submit it at a nearest VFS with all the required documents mentioned on PPR letter.
