Really, no one knows when to expect update from NVO. They seem to be slow and unresponsive to emails and web forms specially if you send before your 6 months is up. You just have to wait.
For GCMS, you can use family or friend in Canada to order for you (you still need to sign the consent form and they need to add that in the request) or use third partly. I used GetGCMS.com and they are reliable with the data.
The great thing is they are working on your file and it is not parked somewhere. Ghost update is almost always great news as that would mean you passed something (criminality, eligibility, or the file is approved). You can order GCMS to know the details. Or the fastest way for you is to send web form to Nairobi visa office and ask update on your application. Ask them specific questions like if eligibility, criminality, background check are completed since you already passed the 6 months deadline they will have to respond to you.
Criminality passed some where on August as I emailed Ralph I hope they approved the file
Hey guys!I am paper based PNP applicant AOR May 28, 2019 and my file transfered to Nairobi visa office. I have got additional information request yesterday, the documents were employment letter, PCC and church marriage certificate to be send on January 12, 2020. In addition they requested my spouse's IELTS result which we do not have at have at hand. We have tried to register but the earliest test date is January 18, 2019. What are we going to do about the IELTS? Please we need advice on this. By the way I am the principal applicant and I have send my IELTS with the application.

i guess you can write a letter explaining the situation and submit whatever it is they asked for along with the letter of explanation about the spouse's ielts. Keep searching in other forums maybe someone with the same story as yours did something else though.
I received gcms notes on friday. Read through, nothing was wrong with the application just the security verifications were not started. whoever was in charge of those . I decided to head back to work and school, try not to stress about this anymore, maybe then the ppr would come.

Did you pass eligibility and criminality? And your VO is Nairobi, right?
If passed eligibility and criminality, I think you might be under security screening which is not bad other than the extended wait time.

I don't know how paper based works. I am assuming your stream is PNP for Federal skilled program (FSW-PNP). Did you claim points for your wife's IELTS?

yes criminality passed security not started medicals passed, however i saw a Feb 13th 2020 date on there i don't know if its when they expect to hear from the security verifications or what. it said due date under the security verifications. Yes vo is nairobi. It is now 14 months of waiting. Other people got theirs long time ago. I wish I knew who or which office or agency does these verifications.

Yeah it is brutal. I saw your profile and could not believe how long it has been since you filed your application. Is it spouse Sponsorship program?
Security screening is outside IRCC control as it is managed by CBSA. You can order CBSA notes if you want but heard they take longer than GCMS. I believe it could be because of your field of study. Biotechnology.

maybe I will give it 2 months before I order notes again. Yeah spousal sponsorship it is. I'm a recent graduate though. Not a lot of work experience to grant me an investigation that big of a deal but oh wells, hopefully I pray we get some update before the year ends.

It is provincial nomination and I have not claimed any points for my spouse's IELTS. It was only my IELTS which was necessary to be nominated. I do not know why they have requested it.

Thank you so much for your advice. I will try that.
I was reading through the gcms notes once more and my eye caught one line where one of the agents reviewing our file noted that the SPR and PA are both Somalis from the coastal area of kenya, then right after it the next sentence made was both the PA and SPR are age and culturally compatible.
I got confused because all our documents we submitted are Kenyan documents. All our replies state that we were Kenyans not Somalis. I submitted a complaint because the email I received with the gcms notes has a link where we can submit complaints.
Maybe this comment made our file stuck for a long time

May be they are referring to the ethnicity rather than nationality in that sentence as Kenyan has different ethnicities like Ethiopia. Are you Somali-Kenyan?
Regardless, I do not see any issue having Somali ethnicity/nationality in the process of PR as I know many got without security screening.
I do not know much about Spouse Sponsorship program but under Express Entry Economic migration (Federal Skilled Program) that I am applying there's eligibility criteria. So, in the notes it would mention the status of eligibility as Not Started, In Progress, Recommended Pass (or MET), Passed, or Not Passed. Can you check what status the eligibility is for your application? I am sure it is passed since it is received in Nairobi already.
My friend spouse sponsorship once his file reached in Nairobi he had to wait only 1-2 months before he got the PPR email. He is Ethiopian who worked in Somalia.

even ethnicity is not Somali kenyan. we are swahili ethnicity born and lived in kenya. our eligibility is passed for both sponsor and primary applicant. That is why I was thinking that maybe it is stuck because they want to look for our information in Somalia and we don't have anything in Somalia. regardless we just wanted to know about this who knows it might come and be regarded as misinformation.

You need to send webform and say you found this line in your GCMS and it needs to be corrected as you have no affiliation to Somalia whatsoever. It is not misinformation if you did not give them. It is better to inform them although I am not sure if that had any impact on your file been delayed.
Security takes around 6 months and it seems you have already passed, so I would recommend if your spouse can contact his MP to contact CBSA to expedite the process. They have commitment to fast track outland Spouse Sponsorship.
I think you will get PPR either end of this month or January. All the best.
