In the passport request letter you shall receive from CPC-M, it will give you two options: (1) if your parents are in Canada (and plan to stay for at least 3 months), then you can send your passports to CPC-Ottawa (likely) (2) if not, they will advise which overseas office.
Now, if your parents do not need a visitor's visa to enter Canada, there is the option where you send photocopies of their passports to CPC-O -- the letter will give you all these options, you should be fine.
Awesome, thank you for the information. As they are British citizens, i've been told from other British applicants that they will only need to submit photocopies of their passports which is a huge time saver. Thank you again and fingers cross we all start seeing some more applications process soon. Merry Christmas!

A technical clarification: What matters is the the date on the CBSA entry stamp (ask them directly if the passport wasn't stamped). So, while the visa may expire tomorrow, your parent can stay until the date on the CBSA stamp (up to 6 months since the most recent entry date for non-super visa holders). Now, if your parent has enough room (e.g. 2-3 months), then you don't need to renew your visitor's visa. Otherwise, you are legally required to ask for an extension of stay.

Please can you update line 510. Decision made for sponsor on December 10th. Biometrics requested same date and booked for December 18th. Thank you.
My parents are in Canada. The passport request letter gives you a buffer of one month. If your parents are traveling, they should obviously come back and send the passports to a CPC in Canada (likely Ottawa) based on the Canadian address provided in their application. If they cannot make it, then they have one month to send their passports to the Canadian consulate or high commission that represents their country of nationality.
@Empirical-Scientist ,thanks so much for your replies! Good to know that the PPR would still come from CPC-M and that we'll likely be given options for where to submit passports.
(When I asked the CIC call centre agent the same question, they told me that the file would be forwarded to another visa office close to my parents' country of citizenship, which would then issue PPR. I'll double-check with another agent )
It is going to be a long wait for NDVO applicants. What is your ECAS status showing for PA? Mine changed from In Process to Application Received after the file was transferred to NDVO.

I think you need not worry - the letter covers all necessary scenarios - passports requiring visas to enter Canada vs. passports that don't; sponsored parties that are currently in Canada vs. those that have returned to their country, etc. When you get the passport request letter, read it carefully to review those options.
Just curious if anyone has a similar experience. My parents based in the UK are just waiting on the DM for PR. They are coming to Canada for Christmas and probably an extended visit as they can stay up to 6 months without a visa. If I as the representative receive notification to submit their passport copies as part of the PPR, does this have to go back to the UK or does it get sent to Mississauga. The CPC is currently in Mississauga. Thanks in advance
Hi Rob
Did you submit your parents residential address as the UK or Canada? If it's the UK the request could come from London.
Our address was shown as within Canada on all the forms we sent so our request came from Mississauga.
Not sure if you'll get the option to submit to Ottawa if the request comes from London, our PPR only gave the options for Canada or USA, but if you do that's the best option.
We were here last summer (2018) whilst our supervisa app was in process and the PPR came for that, it required the passports to be sent to London.
We had our passports couriered to family in the UK who submitted them for us then couriered them back to us in Canada. After that we flagpoles to activate them.
