The permanent resident or the foreign national continues to be inadmissible for misrepresentation for period of 5 years following in the case of determination outside Canada. A final determination of inadmissible under subsection (1).or in the case of determination of Canada the date removal order is enforced.
I would like to give you an opportunity to respond to this information I will offer you 10 days from the receipt of this letter to make my representations in this regard please email your scanned document at xxxxxxxx

If this letter with the passport he got in August, he was banned before August. Ask him if he applied for a visa earlier or if he hired a consultant to apply for a visa.

Basically, he was banned before his most recent application. You need to find out when else he applied for Canadian visa or immigration.

The letter indicates that he previously applied to come to Canada, committed misrepresentation in that application, and was then refused and given a 5 year ban. Because that ban is still in effect, he cannot be approved for a visa at this time.
