You don‘t need the agency!
The employer won‘t pay for your flights or accommodation. And there are some steps missing.
After the job offer you have to get a settlement plan. After you received it, the employer sends the documents and applies for the endorsement letter in the province where the company is located.
If all this is done you can apply for the TWP/PR.
For all this you need your IELTS and eca.
What the agency offers sounds a bit like scam to me
There will be no endorsement this year. Nova Scotia reached their allowable applicants for 2019.
We will be processed next year.
Your employer could have give you this information aswell, if he contacted NS immigration.
You just apply with the cv and a cover letter , maybe also mention that you want to settle in Canada and are ready for aipp and be prepared.
The interview can be held with Skype.
Is there age barrier to getting a job offer from employers under AIPP for someone in his forties. All required documents are ready( ielts, ECA, even course by course Wes report in case of certification or licensure requirement) except for a job offer and endorsement certificate from Canada because I want to apply for a job from outside of Canada?

It‘s possible but can take a while. I‘ve been lucky myself and found an employer as an Outland applicant.
