I had submitted my wife application and had attached copy of the Academic IELTS as a proof for proficiency in english language. The application has been returned back.

Please advise, can i send the same application package (returned set of application) along with a proof of proficiency in English with an alternate documents or i need to refill the citizenship form.

IRCC only accepts IELTS General test results, not academic. If you have an expired IELTS General result that you used for a prior PR application, they will still accept it.
If you don’t have such documentation, you will need a copy of a diploma and/or transcripts from university or college showing the medium of instruction was English or French.

Since the application was returned, this person did not receive an acknowledgment letter. AOR letters are only sent provided the applicant has submitted a COMPLETE application.
