Yes it does. I am Feb 2018 applicant and still no test invite. I am filing for FC Mandamus application in January 2020.

I can't say with certainty that hiring a lawyer will make a difference, but since I ran out of options, I hired one. So far all the lawyer's requests were met with the same response that MP got, in progress. The only thing extra a lawyer can do is file a writ of mandamus, expensive, but may push IRCC to do something.

I filed Oct 2017, passed the test on Feb 2018 and got PPQ right after, Since then waiting for update

Both Criminality and Security checks are completed and passed.

I just had my MP called a few times and they said the security check is undergoing...

Hire a lawyer and file the Mandamus application in Federal Court.
