When they send you a procedural fairness letter it is to check if they have made a mistake not to allow you to explain your mistake. You are most likely to be banned just like I have been banned. Because they figured you are not a representative that you have told them.

Your post is confusing. Using a representative is not a reason to receive a PFL. I suggest you post the wording of the letter with personal information refused.

yes its the agency who assist us to to filling up the forms but not represent us.. i am the one who passed my papers in the visa centr

Based on i read in website in cic.gc.ca for these kind of help,you do not need to send us representative form or release form.
People offering such as help and services might be
. friends or family members
. travel agent
. employment agent or recruiters
. human resources professionals
. educational agents

Did the agency provide you with some documents or something that you also submitted?
Its tough you are going to have to explain that yes you received help from this agency but you did not want them to be act on your behalf with ircc.

Only those documents for sowp i submitted. Yes i provided letter of explanation from my lawyer.

If they tried to log into the representative portal and access your application, this may have triggered the issue.
