Background check has 2 parts... Canadian Background Checks and London V.
Canadian Background checks are done using your fingerprints taken during biometrics submission.
After that file is transferred to Londo VO and following checks are done;
Issue AOR-2
Verification of File Completion for SPouse visa category
Checking/verification of PA eligibility under spouse visa category
Send Pre-Arrival Services email after Eligibility is Passed
International Background check starts - You should see an ghost update on your GCKEY profile as "Profile Updated" when it starts and when it finishes.
After that, ECAS status changes to Decision Made.
Later, PPR

Maybe they changed the process and started processing security in Sydney office and thats why LVO is issuing Pre-arrivals and PPR so quickly !

No, once your file is transferred they will perform your eligibility. Once you pass your eligibility you will get pre arrival letter and then they will start background check.

In reply to my query, in October I received mail from LVO that your background checks are in process. Could you please let me know how long it could take?

That's the worst part, with eligibility we can say 1-2 months, but with background checks no one knows. I have seen people on forum that have pre-arrival since July but their background checks are still in progress.
I'm not sure why is it like that. People who have cases allocated to Mississauga office or example, are done in 3 months, including background checks. Then why not for London? Well no one knows. Whether it's a different process for Pakistani applicants due to our political history, or whether it's visa officers that do not finalize in order, or go back to applications to update them time to time, we don't know.
All we can say is that keep your fingers crossed and pray that all of us, and specially you, are freed from this misery.
Have you passed your eligibility/got the pre-arrival?
Thanks.
The process is so random, I have seen a lot of people waiting for eligibility decision since long, while others are getting it within a week.
They say every case is different, so that's their way out, which is true; but well, it's only London office that has such issues.
I personally am stuck at AoR-2. I have read more complex cases than mine online, but may be for visa officers mine is more complex LOL.
