It means they received your medical nd they are reviewing it. Soon they will update its result.

Just to understand; if we get our pre-arrival letters and we're inland. Does it basically mean; we're done of everything and waiting on PPR to come from CPC ? (considering they're busy and that's why we all are waiting on the line for PPR)

I actually looked at my friends PR timelines who already got their pr cards. And (on their accounts) they say, they got their pre-arrival letters after they passed the eligibility steps and background checks. It's actually the day after they passed the background checks. Completion dates of steps were updated after they got COPR tho.
It got me confused...

Basically motive of pre arrival is just to make you prepare for the positive outcome of your application.
