It depends on your case. My first company does not exist anymore, so HR is not the option, but if the company still exist, then HR contacts should be sufficient in my opinion?

Guess what the numbers got updated for Nominations 6033 As of 10th October 2019. At least now we know last draw definitely had 600-800 OINP Candidates. It also tells us that OINP still has 900 more nominations in its Bag to issue. Which suggest that as of today majority candidates left are from 15 August draw and may be a few from 01 August. This may be a good sign for November onwards. Ontario numbers will decline for PNP.
In my case, my previous company's MD was the only person who would sign letters (experience and recommendations). HR was just a dummy kept to keep formalities at bay.

Thanks! I wasn't aware of the nominations update page. 6,033 till date is a tad better than I had thought.. if we are lucky, most of the remaining 900 should get nominated by October 30.
