It's pretty quick. I have also applied on 28 September and after asking they said they have handed over the documents to the team on 3 October.
Sometimes I doubt whether they are actually sending the docs for Rechecking or not. I myself did never receive positive outcome 7 times, still have hope someday I'll clear. I everytime received result in 28-30 days. Getting outcome so fast is strange this time

Asked for a refund of atleast 50% if score is not changed.

Who is lenient in EOR changes- IDP or BC?

I guess BC. IDP is capturing students by paper based and cb test nowadays. They have opened a lot of centres in punjab. However, as BC only has paper based and cbt in very less areas,so they are increasing score in eor to compete with idp and attracting students by showing them they will get desired scores in bc one day
