Even the people who I know submitted their application around end of 60 day submission period get request to submit biometrics in 2 months..
So this is how it works (as far as I know).. They send you a biometrics instruction letter, commonly known as BIL as soon as your medical examinations are passed (often known as MEP).. One has to take BIL to VAC (Visa application centers) to submit biometrics
PS: I assume you are applying from outside Canada and USA
If you are in Canada, you may not need to submit biometrics
If you are in USA, VACs are known as something else but the process is same..
*ALSO* Go for upfront medicals and submit your application as soon as possible..
