Long way to go, some Dec 2017 applicants are still waiting for the PPR. Count 22 months from January, but it differs it may be less than 22 months! Good luck!
Where is the correct place to change the applicant's address information? IRCC Webform or eCAS?
When I log in to eCAS to change my address, I see Canadian Home and Mailing address titles in that changing form page. It is auto-filled with my homeland address which is not from Canada.

I suggest you check this document and add your timelines if you still have not added.
It may give you an idea about processing times and their durations.
Some early applicants from 2018 and nearly all applicants from 2017 already got their DM.
Thanks. Do I need any document while changing my address as proof?
I called IRCC, they told me that there is no need to upload anything but I am not sure.

I think they decided to ask for MR later since the overall processing time went up. If they still kept asking early (within 5-6 months of app received), the medicals would expire and they would have to ask everyone (especially outland applicants) for re-medicals. So in some ways it'll save the applicants time and money if MR is later in the process and re-medicals are not required.

One Hundred Percent Agreed! Brain says this is the right way! But the heart does not know how to while away all this waiting time. It's a tough situation to cross.
I have myself completed waiting 11 months after Application Received date, with no updates whatsoever except for getting the AoR/UCI. This wait time really kills at times, with so many pending decisions in life, like switching a job in the home country, deciding on school admissions of the kid, extending house lease etc.. I hope things fall in place very soon.
May Lord continue keeping us all strong!
I got an email yesterday saying I can do my medical examination, I am soo happy, thanks GOD finally. I don't know how long after this will last this process but finally after these many years I got a good news

Yes. The trend is having medicals near the end of the processing time and PPR around 1 month after medical passed.
I won’t say expect the medicals soon, the only correspondance I got was :
“we acknowledge receipt of Roprf.
Request for medicals has not been sent as of the date of this email.
Request for medicals will be sent in due course.”
And it dates back to March 2019.
At least we’ll be hitting the 22month cap soon
