No its not. 19 months timeline for protected person to get PR ( DM). Overseas PR process will start after the main applicant get the DM and VO will start asked for documents to be provided by overseas applicant. Timeline for overseas approximately 4-6 months after documents received VO but not all cases the same sometimes security check make delay .

Who you mean by PM and how you call him , really we all belucky if we got DM in December I applied to my family since April nothing till now

In my situation all documents received from VO in May-2019. Also medical passed in May. 3 month passed.

As I saw in your case they request medical test for your family before you become PR .I have a friend same like you they requested medical test again after he become PR

he meant MP ( member of parliament) , you can contact him/her to provide you details about your application if you couldn't get it from IRCC

Yes, i became PR in 12-June-2019. But they send all requested forms in May-2019 also passed Medical.
