I changed my address on ecas on 12 August..still not updated either. Yesterday I spoke with CIC agent but she doesn't know who updates in such cases and she just can check the file only.

It's within 15 days actually and my took 13 days before it appeared on my file.

No,the survey has nothing to do with your present application.It was also sent to me twice and I chose not to complete it.(As I had no time). If you read through it, they tell you it is not mandatory.They just pick people randomly based on your previous application of permanent residency.
