I sent web form inquiry after 18 months are done. Called CIC today. She told me that they already forwarded my concern to IRCC Etobicoke, but they are not responding to them too. What the hell is this? Lady asked to do medical upfront to avoid any delay as my 18 months are done. Now don't know what to do.

Etobicoke seems to be one of the most frustrating office.
