You’ve provided one possible reason but .. as I checked immitracker for OINP case status and noticed 2 interesting facts...
1) for July 12 and later OINP
NOIs, very seldom NOI with 450+ CRS are accepted & submitted by far, seems people with 450+ are hesitating & observing the trend
2) for May 31 NOIs most were approved with very few DIP; however for July 12 NOIs, no nominations issued yet but many on DIP stage since 1st week of August.
Based on the 2 facts above, the numbers of profiles moving from 451-600 to 601+ in this 8 days period should be very minimum. However we might see some such impact on next draw if it’s on Sep 4...
I don't think that all OINP applicants gonna put their OINP progress on immitracker website. Some people won't know such tracker exist. While others will choose to track their PNP progress on the provinces' website.
So, I would not depend on it for reflecting the actual number of PNP nominations received by the candidates.
...And so, the number will enhance drastically before the upcoming draw, because majority of the July 12th NOI folks have already entered in the Decision In Progress - DIP stage and they're likely to get nominated within the few days. Taking this into consideration, the 600+ slot may witness a sudden rise in the PNP applicants, approximately 600-1000, which may affect the rapid fall of the draw cut-off.
1 - I am working as a system consultant as a contractor for the past 4.5 years and my payroll company is different . do i have to get the reference letters from the payroll company or the main company ? i do not report to any of the payroll company . all my contacts and reportees are permanent employees of the main company . what should be the correct way here .should i explain this to CIC by loe ?
2 - The reference letters are not covering any roles and responsibilities . so i have asked my manager to help me with the reference letters and he said there should not be any tweak in the roles and responsibilities i explained him that there will not be any major changes and asked him to read the draft which i will send him soon . i do not think he will agree . what should i do now ? shall i inform my immediate team lead to sign the letter ? will it be fine if the letter is from team lead and get it notarized ?

You should get it from your payroll company as your salary slips will have the name of that company. If HR is not agreeing to give appropriate reference letter, you can get it signed by your lead or colleague and get it notarized. It works just fine.
