I came to Canada with an open work permit on December 2017. From March 1st I started working full time as a software engineer (noc 2173). I got accepted in a university and applied for a study permit. I got my permit and enrolled in the university in October 2018. Meanwhile, I made my work part-time to be able to handle the university workload. I am still a student and my work permit is still valid as well. Recently I have taken the CELPIP exam and I am in the process of applying for PR. But I am confused about my score, when I fill my work history I enter two rows one for the full-time period and one for the part-time. My job is not part of my study and it is off-campus. Why I am not getting the one year Canadian work experience score?!

Any period of employment when the applicant was engaged in full-time study will not be included in calculating the period of qualifying work experience (e.g., work experience gained through co-op work permits, off-campus work permits while a full-time student and on-campus work permits). [R87.1(3)(a)]. Officers should verify the work permit information in GCMS.

You cannot count off campus experience gained during your studies as work experience towards PR. This is why you are not getting the one year Canadian work experience score. You will need to wait until you have completed your studies and gained additional work experience after your studies before you'll be able to claim the one year. Based on what you've written, it sounds like you'll need another 5 months or so of full time work experience after you finish school.

if you have work Experience during part time study or you are in the Last Semester and have only 1-2 subject , your work experience will be Valid.
The work experience you can use to apply for the Canadian Experience Class must not have been gained while studying full time on a student permit.

He didn't mentioned if he is studying full-time. The work was part-time, yes. Even when he attended school in full-time program if he goes to school less than 15 hours a week, then he is still part-time student. As per definition of IRCC of full-time student is of minimum of 15 hours per week
