I then received this letter March 29, 2019. What exactly does this mean? It was basically the last correspondence I received. It has now been 4 months and I haven't heard anything. Other people that applied in January 2019 have already received decisions....please help!

Yeah, it sure can be. Different visa offices have different timelines, so some are quicker than others, thats why u may find some get through faster than others. I think what was received was your biometrics results that were done through VFS. Note that none of the communication that you had mentioned was from IRCC or CPCs, they were from VFS. However, since your biometrics has been recieved in Bogota, then your file may have transfered there already (we really cannot tell with IRCC).
