What I noticed in tracker is anyone with additional documents normally does not have ecas available. May be the reason is that the officer will first review requested documents before marking application as complete. Once marked complete, you will be able to see the ecas.

Hopefully my file will be retouched by the vo sooner. Also from the email I noticed that it was sent from Mississauga. Does it means that my local office is Mississauga not Hong Kong or Beijing? My parents are with me in Canada.

I disagree with this comment. If you look at spreadsheet, 39 people are before 30th April and only 15 DM. I don't believe 60% people have a complexity...we can accept 10 to 20% applications having complexity. Mine is very simple case, sponsoring only 1 person, comfortably meet LICO, Mom in Canada, sent on 30th April but still "in-process" since 26th June.

Then, only explanation will be a lazy or an over-cautious CO/VO ?

Got an email from CIC Mississauga asking me to get IMM 5669 hand signed. The form does say they accept electronic signature. As a part of that email I did get to know my application number I guess. Trying to link it online but in vain. Will try again in a few weeks.

check CIC request email contain File number start with " XF " . you cannot link with temp file number . wait for Ecas status first before link to MyCIC.

Over cautious VO is a systematic problem at CPC-M, sometime just a slight issue such as you have 2, 3 jobs and they will put it ON REVIEW which will be on sleep mode for 90 days till they revisit it

I have know idea, I am in the same boat, I called several times and the same reply it is in process, I ordered even ATIP notes, and can confirm that during that period nobody worked on it, it only was entered in system and up to June 15 there was no any new entry for my application, only the note in queue for completeness check

You are omitting the fact the the PA is from Venezuela, which may impact the whole process.

BUT on the IMM5669 mention that "I agree that by typing my name , I am electronically signing my application." so many confused.
