Receiving AOR means your application is in order and they are not requesting any re submission for missing signs or incomplete forms.
It does not mean Decision made or approved.
My theory is that for people whose application was submitted, but cannot see ECAS - their file is still in 'Prospective' stage (They have temprary file number at this stage). Once it moves to next stage, and 'X' is removed from temporary file number, they will see ECAS, and may be issued AOR - if they make it to top 20K.
Just my two cents - i think CIC has made it clear that if you have received the invitation and your application has been received on or before June-28th, it will be processes. The key word is 'COMPLETE' application here. Few of us sent the application before June 28th. But CIC asked to send additional docs, and wrote in a letter that application is INCOMPLETE. I am worried that technically they have a point, that our COMPLETE application wasn't received before June 28th.

Answer: AOR is an acronym that stands for the term “Acknowledgment Of Receipt”. An AOR indicates that the Canadian consulate, embassy, or high commission, has received your application for permanent residency and has issued a case file number for the application submitted. The length of time it takes for an individual to receive an AOR varies with the specific visa processing office the application was initially submitted to.

We have to wait and see how this is interpreted. But hard to see where a CO opened a file, asked for a missing doc and 6 weeks later will send an email saying you are not within the cap.
Guess I should share the news, as many of you did, I also received the AOR last night
The application was received on April 26th, 2019 and it still says "application received" on ECAS as of 10AM
