you can either order directly from ATIP website or use third party service.
I received eligibility passed this morning.
My eligibility was from Montreal. The officer that handled my case was good. He/she called Friday just to ask if I had sent off the requested documents and by 8 this morning I was approved. I'm hoping for some good news this week for everyone else.

I landed last Friday at Hamilton. The interview was pretty quick and smooth. Young lady was nice and friendly. My case took exactly 1 year and 10 days. Wishing everyone the best.

Here's an update on our case. We applied June 4th, 2018, with OWP. The work permit came through on schedule without any issues. The PR side is another story. After AOR, we received the medical request form (no cover letter) on Feb 8th, and found confirmation of the results on line a few weeks later. We've had no other correspondence. We sent in a web-form request a few days past the 1 year mark - with no useful response. We also filed a request for GCMS notes a month ago. We received a reply yesterday (Saturday) afternoon.
The notes themselves revealed a couple of points. It seems that our app has been shuffled around between offices, and arrived in Hamilton (where we live) on May 29th. (Previously it had been in Mississauga. Winnipeg and Vancouver, if I read the file correctly). So far, the only progress has been the medical request. Sponsor assessment is specifically "not started". Most of the 38 pages have no actual data, just the form headings.
I guess our next step is to contact our MP after the holiday and see what he says.
We've just received a reply from our MP, forwarding what he received from IRCC's support centre for MPs. Here it is, verbatim:
Thank you for contacting the Information Centre for Members of Parliament and Senators.
We can provide you with the following details for your constituent about the status of an application to sponsor a spouse living inside Canada:
- The application was received at the Case Processing Centre in Mississauga (CPC-M), Ontario on June 5, 2018.
- The initial assessment to ensure the sponsor meets the eligibility criteria has not been initiated.
- The responsible office will review the application and documents submitted to determine if the sponsored person (the applicant) meets the eligibility requirements.
- The medical examination results are on file and valid until February 27, 2020.
- The criminality verifications have not been initiated.
- The security verifications are currently valid.
- All of the requested documents have been received and will be assessed.
- As the application is currently at the Hamilton IRCC office for further assessment, the usual processing times no longer apply.
This does not add any information over what we see in the GCMS notes. There are no officer's notes to indicate any reason for "further assessment" and nothing in this response clarifies why none of the processes have even begun.
So frustrating ....

Do your GCMS notes show that your file was transferred to Hamilton with the reason indicating eligibility? Or workload distribution?
It seems strange that they determined that your file needs to be "further assessed" but they haven't even started processing eligibility or background check.

Exactly.
I replied to the MP's office that the combination of statements was nonsensical.
The file was transferred to Vancouver on 01/21 with reason "eligibility" and then to Hamilton on 05/27 with reason "workload (re)-distribution".
There are 9 entries in the Notes section of the GCMS file - only one contains anything non-administrative, dated 02/15:
Officer review, integrated search complete No A35/A37 concerns.
(as I understand it those are criminal and terrorism concerns).

Nope - in 13 months, the only communication we've had (on the PR application) was AOR and the IMM1017 medical form.
Well, MyCIC says they are processing our background check, but I'm not sure that that really means, as there's no corresponding process mentioned in the GCMS notes.
