Hi, the payment is last step before you send the application out. In other words, you need to upload all the documents before you pay the fee.

ADR: Sept 28 and Oct 2
Submitted additional documents: Oct 05
Receipt of Complete Application; October 09, 2018
Status as of October 10: Assessment

Mine was already approved last November. It was under Federal stage right now.
