If by R10 you mean that they check your application as complete, yes I think so. They usually reject incomplete applications at that point. This, however, does not mean that you have passed eligibility requirements. Those are checked at a later stage of the application process.
Well, there are some people that submitted their papers on May 10th that received their medicals passed update today. On the other hand, my e-AoR was on May 2nd and I haven't heard anything, so you never know.

Any idea how long it takes for Biometrics results to be updated in account?
Also, while I understand that timeline appearing in the account is 6 months by default, on an average, does the PPR come within this period for Outland applicants?
