If I am not wrong I guess there will be more backlogs due to 6mnth processing time of Arrima. Now more applications will be send for federal stage when they will be getting csq within 6mnths or so...
But
No, If I am not wrong, the number of CSQs issued by Arima will be very less, kind of 2-3K per month at max, just like the way Exp Entry issued EOIs. This is because 2-3K per month will help them achieve their annual quota of roughly 40K immigrants. I don't think it will be a problem. Stay assured, we are far away from Arima getting operational, and anyways you will have already received your PPR by then. So relax!!
exact, it’s like an express entry who will accept the very best of elites only.

Ok. But how do they then plan to enforce Quebec Values and French Test for CSQ holders, whose file is with Federal Right Now? I am pretty sure, people like us will have to take those tests for sure, maybe before applying for Citizenship. @ShannonT
I don’t know what can surprise us anymore. Maybe just like biometrics, we will have another criteria for the test too.
As far as french is concerned, you all had a TEF exam for CSQ application right? In any case, French and Quebec French is a little bit different and can only be learned when we land .
For Quebec values, interviews during csq application were on topics related to CA.

However, we are no more CSQ related category but dealing with the federal government directly now. It is up to the government to grant us the right to land following our invitation from Quebec. Or Quebec might revoke the selection certificate and federal will reject all applications...

We might get a better understanding by the end of this week. Those who can ask their firm/lawyer , that would be awesome.

No problems till the time you have your onward journey already booked from Toronto to Montreal. You MUST be able to prove the immigration officer at Toronto that you are heading towards Quebec, and in no ways you intent to stay outside Quebec. Bear in mind, your PR is finalized ONLY after border immigration officer stamps your visa after you land there. He has full rights to deport you back if he finds anything suspicious.

Last, but not least, I will suggest you land directly in Quebec. Cheers!

Thanks shannon..I does make an appreciable difference moneywise to go to toronto and then to montreal.

Hopefully this new bill doesnt impact the existing CSQ holders. I have so many friends who have applied for Express Entry and gave up their hope for the CSQ. I hope my situation doesnt come to that. In the 21st month of waiting now for PR.. Work Permit expires in January... I dont want to be stuck with a closed permit in Quebec when I can just move to Toronto soon and apply for express entry.. not a favorable choice though.

I guess there are methods and reasons to apply for open work permit but still its an additional cost after waiting for almost 2 years. and the extended work permit if I am not wrong would be for another year.

And he has confirmed that Bill-9 will not effect people who already got CSQ so we don’t need to very. And my lawyer is attorney and one the best in business.

What happens if your work permit expires and you do not get a PR by then ? Can you extend your work permit without LMIA ?

Isn't the Quebec govt also going to put a clause like "conditional PR only" and only if you pass Quebec values test and French, then only your conditional PR will convert to permanent PR ?

What I read in the Bill is that, Quebec will persuade Federal govt to modify the Canada Quebec accord and add that conditional clause.

Since we are at Federal stage and if something like that happens, will we get "conditional" residency ?

Can you please ask your lawyer about this too ? I think many here will have the same question.
