I don't think this justification will fly in, especially when Canada is very keen on children's growth and giving CCB (Child Care Benefit) to every single family based on their salary. This justification would clearly rip out the hidden intention to the VO.

As a matter of fact, I know someone personally who answered to the question asking about the reason behind unaccompanying spouse simply as 'She doesn't want to apply for PR right now.'
And that worked lol.
But to be on the safer side, always make your reason sound genuine and convincing. Yours is 'A' class.

You are correct in saying that, you just need to give a reason. It is so that they can learn why you are not accompanying here. Your reason has merits and makes perfect sense.
Many here might still wanna argue on merits and demerits of the reason you specified, but this reason truly reflects the real life difficulty that one has to face. You certainly have my vote.
Suggestion - you may choose to not characterise your opinion e.g. avoid saying great city and neighborhood. Try to keep it succinct.

But honestly, I am just predicting upcoming next 2 draws because no one knows how many high scorers are added in the pool every 14 days
So, that count is completely based on last draw and there is no way of get the distribution of people between 450-455,456-460,461-465.
