I didn’t asked Helpdesk or IDP Australia if and when did they received.

Instead I asked IDP here locally in Dubai

Oh for Indian i think mostly it's India for Evaluation and for EOR I am not sure.

Dear, IELTS papers are always evaluated at the local test centers by Native english speakers (India, UAE or globally) but only once and if a candidate files an Enquiry on Results (EOR) or remarking, the content is sent to IDP or BC head office for seniors to evaluate and their verdict is final.

I applied on May, 4 at BC. Nothing till now!! It is almost 40 days now!

Have you followed up with them? It is clearly mentioned in the email that if they don't get back to you once your 28 days have passed, you have all the right to do continous followups.
