learned my profile is with the Montreal office, and he said my criminality is complete and Security and Eligibility has not started. He said dont call again till Sept 11 as they are running slow with heavy intake

No. They didnt say exactly the same sentense. But asked me to wait till completion of 6 months and then call again.
