Last month when I had called, I was told the same by the agent. Ottawa is facing high number of backlogs.
Ottawa is one of the primary VOs so I guess they probably have more resources to handle large cases compared to other VOs. Otherwise I really can't see why they won't transfer it to other VOs to distribute their workload.
Hi there,
I'm AOR 19 Oct, yesterday i've reached 6 month precess.
I've called many times the call center and agents told me :
Elligibility --> Recommanded passed
Criminality --> Passed
Security --> Not started
what do you guys think of that ?

So if Ottawa has backlogs, then instead of working on Jan, Feb 2019 applications they should start working on files which are pending for a long time. Though they have high number of backlogs, they are still issuing PPR for Jan and Feb 2019 applicants.
I hope immigration officials soon realize that there are a lot of people with various reasons who are waiting to get a final decision on their application (Positive or negative decision), so that they can plan their future accordingly.
If I choose to reapply after I withdraw my current application, does anybody know if the medicals can be reused? They are due to expire in October 2019.
Does anybody know if the medicals are required to be done again? Are we required to share our medical results ?

Can you provide details on what is unclarified? Are you saying that your eligibility is set to review required though in notes there is no indication of what has caused review required? If yes, I would recommend not to withdraw your application. The agent has just requested officer to do a detailed review from his side. If you are sure of your documentation, then don't worry. It will be cleared eventually.
I am in a similar situation. My AOR is 5th Apr 2018. My eligibility was marked Recommend Passed in the month of Apr 2018 and agent and officer notes have all positive comments. Then in the month of Dec 2018 they changed it to Review Required, without adding any comments/reason in GCMS. Now when I contacted them in Mar 2019 they told me that my application needs some additional verification and they cannot give a timeline when my file will be finalized.
Even I thought of withdrawing but its already been 13 months since I applied, so I don't want to withdraw now as there is no guarantee that I will get my application approved quickly in the next attempt.

Yes I totally agree with you and I am absolutely sure of my documentation. The notes are yet to come and the CIC agent got me worried of the RR though she could not see any reason why.
