Irish citizen - 36 years old - 37 in May 2019
I came to Canada on an IEC Working holiday OPEN PERMIT in summer 2017.
So I have been able to work in whatever jobs I have chosen.
I have been in Canada nearly 2 years, and approaching the end of my 2 year Working Holiday permit.
My questions are - 
Can I extend this working permit with just a valid job offer? 
- or do I need an LMIA, bearing in mind its an open work permit?
I've tried getting the information on CiC, and been through everything there. 
I can't find the answer regarding extending an Open work permit.
Does anybody know if I can extend this work permit and visa with just a valid job offer?
Or is it even possible if I get an LMIA? Preference is obviously to extend the work permit without the LMIA.

IEC is non-extendable. A job offer isn't enough to continue working. Your employer would need to obtain an approved LMIA so that you can apply for a closed work permit. An employer can apply for an LMIA for any job / NOC. The skill level isn't relevant. They key is ensuring your employer meets the advertising requirements before they apply for the LMIA (they must advertise the job on at least three different sites that meet the LMIA requirements for at least a month) and demonstrating that no Canadian could be found for the role.
