I was wondering when an application usually gets transferred. Does it usually happen after a medical gets passed? I have my upcoming medical on Monday. I haven't been sent anything related to biometrics. I was just curious if anyone might have an idea.

My spouse did bio-metric at a VAC back home. Then we received email saying VAC is sending documents to IRCC by mail. In MyCIC, bio-metrics shows 'Completed'. But I am confused what they are sending. Also, after it reaches to Singapore, they are still saying,
"Visa application, tracking ID No. *** has been received at the Singapore OC VAC on 2019-03-** ** AM GMT Standard Time and is on transit to the IRCC Office in Singapore OC ,for processing. Please note this is an auto generated e.mail. Please do NOT reply to this email."

I have a feeling guys that it's kinda random. Mine was transferred before even completing bio or medical. And I did not get any AOR2, just IRCC Sydney sent an email saying application has been transferred for further processing. Bio has been completed a week ago but still have not received medical request. Seems it's all over the place, there's no sequence.
Thanks for the input guys. I ended up calling just now and spoke to a really nice representative who told me on March 19th my file was transferred to the Mississauga office. I would call them and see. Unfortunately my representative never told me this information.
Just uploaded biometric payment receipt through IRCC webform as I received email from them yesterday to pay it before April 25.
Question:
1. Any idea when they normally send the next instructions about biometrics after they receive the payment? 2. Also, I had uploaded the payment receipt document twice through IRCC webform; one with Sponsor’s client ID# and another with Applicant’s client ID# along with other information. Does that matter or they can easily find through both ID# that it belongs to the same person since Application# is also mentioned there? 3. My wife did her medicals on March 15 and the doctor’s office sent them after a week to Immigration directly but since then there is No email notification or updates in both my ECAS/GCKEY..but received biometric payment email from them yesterday. Does it mean that they have received the medical results and that’s why they sent biometric email being the next step?
Actually, we’d prefer not to be transferred to a local visa office cause it takes further processing after medical passed.
If your file stays in CPC-M, the better they’re well known for quicker progress. Sometimes bgc/dm/ppr happen all at once while in local visa office, bgc are conducted at least ~2-3 months (or even more).
It can all happen simultaneously. You may follow up with the clinic if medical results were really submitted - they should be able to confirm the date. Otherwise, updates with gckey/ecas may take several days.
