You don’t need an affidavit from the translator if you had a notarized translation. Translator and notary public do not need to be certified by Canada. They just need to be certified in the country of origin.
My suggestion to you is to get a new notarized translation because the one you have is 5 years old. CIC will want a more recent one.

do i need to redo medical for my parents if they already have done medical upfront( 1st February 2019 ) before they came to Canada to visit me ? As I have received medical request for my parents from cic for pr on match 18, 2019.
Ask the doctor for a copy of the IMM 1017B Upfront Medical Report form, upload it to MyCIC (if you have Upload option for medical) or send it to the LVO via Webform and watch ECAS/MYCIC for any updates.
You should see some updates within a week or so. If nothing happened, they can redo the medical exams.
Also it would be always helpful to contact IRCC/LVO and ask for their advice.
I thought I will share my experience. I had to do translation of birth certificate for my daughter. We got it done from Toronto. They sand us a notarized translation along with an affidavit from translator. But this was in 2015.
My father was supposed to update his new passport information using the CIC webform. He did everything correctly but put a wrong email address (wrote yahoo instead of gmail!). He immediately realized after a couple of minutes and resubmitted with the correct email address. Now he got an email from IRCC mentioning that they have already responded to his query. Which means that they responded to that wrong email address. Has anyone encountered a similar situation before? What would be the correction course of action here? Should he write again to IRCC mentioning the error?
If you want to be 100% sure, contact CIC amd ask for direction from them. In my case, I did the translation and notarizatiom of all the documents in my parents county and sent them along with PR application. They never asked for another translation or an affidavit from the translator or certification by Canada based notary public.

No, it does not mean that your application is approved. Pre-arrival services letter is issued after the relationship between you and your parents has been verified. Your application is almost done though because CIC does not offer government funded services to random people. They send it to people who have a very good chance of becoming PR.
Generally speaking, pre-arrival services letter is a good thing. Some members on this forum didn't even receive the pre-arrival letter and got PR.
