No, that's definitely not true. Married, Irish husband, outland inside Canada, no dependents, no criminal record, etc etc, sent to LVO instead of CPC Ottawa (who was processing at the time). Ending up taking 11m. It is not at all uncommon for straightforward apps to be transferred outside of Canada. It's not just based on if you have a straightforward application, it depends on workloads of various VOs.

AOR1: Acknowledgment of Receipt (email saying they have your app) (generally first sent to sponsor and takes 3-4 months)

MIDI - CSQ: Ministry of Immigration, Diversity, and Inclusion - The Quebec Selection Certificate/certificat de sélection du Québec. (Quebec Only)
CSQ received (Quebec Only)
CSQ AOR (Quebec Only)
AOR2: Acknowledgment of Receipt at VO (Visa office of PA)
CSQ approval (Quebec Only)
BGC: Background check in Process
DM: Decision made
PPR: Passport Request
COPR ISSUED: Confirmation of Permanent Residence (document you recieve when you become a PR)

What is the full process of the file for spousal sponsorship (PR), for PA living outside the Canada??
