I am 2018 round 1 applicant, and file is sitting in London office, since July 2018.
my ecas status shows, "Application received". It doesnt say In Process, just says application received April 2018.
is it normal ?

You are absolutely right - this is confusing... and if someone had this an example probably he/she will response to your post but I believe you should be good
I just asked around, and my friends who are from China and whose parents lived in Canada for over 6 months, did NOT provide the PCC in Canada after receiving the same letter, that seems as a template for all applicants, and got PPR successfully. So most likely I should be good.
But even though, that's not 100% sure that CIC won't ask for it afterwards in my case. Damn....
Anyway, I have already sent CIC an email to verify it,

Other Application Information Province - your current province
City/Town/Village - Your current city as well
Marital Status - will be same for you and your parents so you dont need to worry about that - Married
Number of family members, including the primary applicant, that are part of this application :- again try 2 - 6 with different combinations above
In the first one - use Application Number and Family Name (of the principal applicant). It is the easiest. If you want to use UCI, note that the UCI on the AOR is the sponsor UCI, not that of the applicant. Unless you know the applicant UCI from a previous application, you will not have this information at the time of the AOR. Once you link the application, both UCIs of the principal applicant (ex. mom) and the dependent (ex. dad) are available for you to see and use for future reference.

I am sponsoring my parents under PGP 2019 and am just thinking loud. My father worked in the Kuwait and Iraq from 1978-1984. Will he need to get PCC from these counties when we get PCC request letter? If asked for, how will he get these? It may be close to impossible.
