If more than one candidate has the lowest score, the cut-off is based on the date and time they submitted their Express Entry profiles.

It is not so happy news for those waiting in the pool as the next draw (if after 2 weeks gap) looks gloomy. Hope and pray for a lesser gap draw, otherwise the below would happen:
CIC would need to issue around 4800-5000 ITAs (highly unlikely) for the cut off to go down till 441, if the next draw happens on Dec 12th.
The only hope for those stuck @ 441 is CIC doing draws with lesser gap.

No, but anyone who made their profile ater 23. November is not the part of statics (Pool distribution), that are shown in this thread.
So that people will stop asking how come there were only this and that amount of people about certain CRS points, but the current draw is still so high.
For everyone waiting for the next draw, remember that it takes CIC about 2.5 hours after the time of the draw to update their website with the results. This is what I learned from today's experience. Good luck, all! I wish you all the best.
I am already considering the current pool intake trend for the cut off calculations. So, if the next draw is on Dec 12th and 3900 ITAs are issued, then cut off would be 444. You can consider a variance of +/-1.
