Paper Based PR application without PCC

Dear All,

I am recently nominated through AINP and I have almost completed my paper based application with all the supporting documents except PCC from India. Can we just send the application without the PCC? If yes, then do we need to submit a letter of explanation for the same?

I would recommend to get your PCC from India and then apply. Just to be on the safe side. It will take 3- 4 weeks but will avoid getting your application package back from ircc because of documents missing. If you are in Edmonton or Calgary. Contact BLS (representatives of indian embassy).
