What is your visa office? Also, check the notes in the last few pages. I have read that sometimes the Eligibility may be set to not started after "Recommended Pass" by analyst. I would be surprised if no one has touched your eligibility till now.

True, that could also be an indication of your file having been transferred to another office and the "not started" pertains to that new office.

No, the second office would continue where the first one left off. You have to read all the pages of the notes, there's gotta be something written about your eligibility somewhere after all this time.

my AOR is June 19 and passed my medicals I guess after 2 weeks after that I have not received any updates

I luckily got connected to an agent who was helpful. He told me my file was approved on 17th October ( day of ghost update) and it is currently in CIO Sydney.
On asking what is causing the delay in PPR after approval he told he is also not aware and I should expect further steps in coming weeks.
My file moved from Ottawa (as per GCMS) to Sydney. So wanted your views as to what is causing delay in PPR mails as I think around 15 of us are in same boat .
